These files depend on the VFIO symbol in their Kconfig
definition. They don't rely on target specific definitions,

Add basic types and flags used by VFIO multifd device state transfer
support.
Since we'll be introducing a lot of multifd transfer specific code,
add a new file migration-multifd.c to home it, wired into main VFIO
migration code (migration.c) via migration-multifd.h header file.

sPAPR IOMMU support is only needed for pseries machines. Compile out
support when CONFIG_PSERIES is not set. This saves ~7K of text.

The iommufd backend is implemented based on the new /dev/iommu user API.
This backend obviously depends on CONFIG_IOMMUFD.
So far, the iommufd backend doesn't support dirty page sync yet.

Move all the code really dependent on the legacy VFIO container/group
into a separate file: container.c. What does remain in common.c is
the code related to VFIOAddressSpace, MemoryListeners, migration and
all other general operations.

Whether the VFIO device supports migration or not is decided based of
migration region query. If migration region query is successful and migration
region initialization is successful then migration is supported else
migration is blocked.
