Handle the FPCR.AH semantics that we do not change the sign of an
input NaN in the FRECPS and FRSQRTS scalar insns, by providing
new helper functions that do the CHS part of the operation
differently.
Since the extra helper functions would be very repetitive if written
out longhand, we condense them and the existing non-AH helpers into
being emitted via macros.

When FPCR.AH == 1, floating point FMIN and FMAX have some odd special
cases:
* comparing two zeroes (even of different sign) or comparing a NaN
with anything always returns the second argument (possibly
squashed to zero)
* denormal outputs are not squashed to zero regardless of FZ or FZ16
Implement these semantics in new helper functions and select them at
translate time if FPCR.AH is 1 for the scalar FMAX and FMIN insns.
(We will convert the other FMAX and FMIN insns in subsequent
commits.)
Note that FMINNM and FMAXNM are not affected.

The advsimd_addh etc helpers defined in helper-a64.c are identical to
the vfp_addh etc helpers defined in helper-vfp.c: both take two
float16 inputs (in a uint32_t type) plus a float_status* and are
simple wrappers around the softfloat float16_* functions.
(The duplication seems to be a historical accident: we added the
advsimd helpers in 2018 as part of the A64 implementation, and at
that time there was no f16 emulation in A32. Then later we added the
A32 f16 handling by extending the existing VFP helper macros to
generate f16 versions as well as f32 and f64, and didn't realise we
could clean things up.)
Remove the now-unnecessary advsimd helpers and make the places that
generated calls to them use the vfp helpers instead. Many of the
helper functions were already unused.
(The remaining advsimd_ helpers are those which don't have vfp
versions.)

With pcrel, we cannot check the guarded page bit at translation
time, as different mappings of the same physical page may or may
not have the GP bit set.
Instead, add a couple of helpers to check the page at runtime,
after all other filters that might obviate the need for the check.
The set_btype_for_br call must be moved after the gen_a64_set_pc
call to ensure the current pc can still be computed.

Add ALLINT MSR (immediate) to decodetree, in which the CRm is 0b000x. The
EL0 check is necessary to ALLINT, and the EL1 check is necessary when
imm == 1. So implement it inline for EL2/3, or EL1 with imm==0. Avoid the
unconditional write to pc and use raise_exception_ra to unwind.

The FEAT_MOPS SETG* instructions are very similar to the SET*
instructions, but as well as setting memory contents they also
set the MTE tags. They are architecturally required to operate
on tag-granule aligned regions only.

Implement the SET* instructions which collectively implement a
"memset" operation. These come in a set of three, eg SETP
(prologue), SETM (main), SETE (epilogue), and each of those has
different flavours to indicate whether memory accesses should be
unpriv or non-temporal.
This commit does not include the "memset with tag setting"
SETG* instructions.

An instruction is a 'combined' Pointer Authentication instruction
if it does something in addition to PAC -- for instance, branching
to or loading an address from the authenticated pointer.
Knowing whether a PAC operation is 'combined' is needed to
implement FEAT_FPACCOMBINE.

FEAT_LSE2 only requires that atomic operations not cross a
16-byte boundary. Ordered operations may be completely
unaligned if SCTLR.nAA is set.
Because this alignment check is so special, do it by hand.
Make sure not to keep TCG temps live across the branch.
