The TranslationBlock flags are defined in 'exec/translation-block.h'.
tcg_cflags_has/set() use them, it is more logical to declare them in
the same place. Move them there too.

Headers in include/sysemu/ are not only related to system
*emulation*, they are also used by virtualization. Rename
as system/ which is clearer.
Files renamed manually then mechanical change using sed tool.
