This updates the libvirt-ci submodule to pull in various fixes,
the most notable reducing native package sets in cross builds.
Some packages were mistakenly marked as native, rather than
foreign, in libvirt-ci. Fixing this causes our dockerfiles to
pick up the cross arch package instead of native one, thus
improving our test coverage in a few areas.

libcbor dependecy is necessary for adding virtio-nsm and nitro-enclave
machine support in the following commits. libvirt-ci has already been
updated with the dependency upstream and this commit updates libvirt-ci
submodule in QEMU to latest upstream. Also the libcbor dependency has
been added to tests/lcitool/projects/qemu.yml.

Although we're not enabling rust by default yet, we can still add
rust and bindgen to the CI package list.
This demonstrates that we're not accidentally triggering unexpected
build behaviour merely from Rust being present. When we do dev work
to enable rust by default, this will show we're building correctly
on all platforms we target.

The mips64el cross setup is very broken for bullseye which has now
entered LTS support so is unlikely to be fixed. While we still can't
build the container with all packages for bookworm due to a single
missing dependency that will hopefully get fixed in due course. For
the sake of keeping the CI green we disable the problematic packages
via the lcitool's mappings.yml file.

This update adds the removing of the EXTERNALLY-MANAGED marker files
that has been added to the lcitool recently.
Quoting Daniel:
"For those who don't know, python now commonly blocks the ability to
run 'pip install' outside of a venv. This generally makes sense for
a precious installation environment. Our containers are disposable
though, so a venv has no benefit. Removing the 'EXTERNALLY-MANAGED'
allows the historical arbitrary use of 'pip' outside a venv.
lcitool just does this unconditionally given the containers are
not precious."

This brings in a newer version of the pipewire mapping, so rename it.
Python 3.9 and 3.10 do not seem to work in OpenSUSE LEAP 15.5 (weird,
because 3.9 persisted from 15.3 to 15.4) so bump the Python runtime
version to 3.11.

We need a native compiler to build the hexagon codegen tools. In our
current images we already have a gcc as a side effect of a broken
dependency between gcovr and lcov but this will be fixed when we move
to bookworm. See

Bios bits avocado tests need mformat (provided by the mtools package) and
xorriso tools in order to run within gitlab CI containers. Add those
dependencies within the Dockerfiles so that containers can be built with
those tools present and bios bits avocado tests can be run there.
xorriso package conflicts with genisoimage package on some distributions.
Therefore, it is not possible to have both the packages at the same time
in the container image uniformly for all distribution flavors. Further,
on some distributions like RHEL, both xorriso and genisoimage
packages provide /usr/bin/genisoimage and on some other distributions like
Fedora, only genisoimage package provides the same utility.
Therefore, this change removes the dependency on geninsoimage for building
container images altogether keeping only xorriso package. At the same time,
cdrom-test.c is updated to use and check for existence of only xorrisofs.

We need this to be able to run the tuxrun_baseline tests in CI which
in turn helps us reduce overhead running other tests. We need to
update libvirt-ci and refresh the generated files by running 'make
lcitool-refresh' to get the new mapping.

We only use it for test-io-channel-command at the moment.
Unfortunately bringing socat into CI exposed an existing bug in the
test-io-channel-command unit test so we disabled it for MacOS in the
previous patch.

We've been misusing the tag naming scheme for some time by overloading
the post : section with the image type. Really it should be saved for
the revision of that particular build. Move the details to the other
side so we have:
qemu/image-name
with the implied :latest version added by the tooling.

The Debian QEMU packages require a bunch of cross compilers for
building firmware which aren't available on all host architectures.
Using --arch-only skips this particular requirement and allows us to
install just the dependencies we need.

You can assume the failures most people are interested in are the
cross-compile failures that are specific to the cross compile target.
Set DEF_TARGET_LIST based on what we use for shippable, the user can
always override by calling with TARGET_LIST set.

Since docker caches the different layers, updating the package
list does not invalidate the previous "apt-get update" layer,
and it is likely "apt-get install" hits an outdated repository.
