This matches cargo's own usage of "--cap-lints allow" when building dependencies. The dummy changes to the .wrap files help Meson notice that the subproject is out of date. Also remove an unnecessary subprojects/unicode-ident-1-rs/meson.build file. Signed-off-by: Paolo Bonzini <pbonzini@redhat.com>
