configure: Enable TPM by default, add --disable-tpm
I don't see why tpm is disabled by default: it doesn't have any external dependencies, or change default behavior. Leaving it disabled is just going to cause it to bit rot. Enable it by default, and add a --disable-tpm option. Signed-off-by: Cole Robinson <crobinso@redhat.com> Signed-off-by: Michael Tokarev <mjt@tls.msk.ru>
