Gabriel L. Somlo 6cec43e178 fw_cfg: add documentation file (docs/specs/fw_cfg.txt) 
This document covers the guest-side hardware interface, as
well as the host-side programming API of QEMU's firmware
configuration (fw_cfg) device.
